Koh Samui is Koh Phangan about 20 years ago — then someone built a lot of hotels, a shopping mall, and an international airport.
The case for Samui:

- Beaches are busy year-round. Finding a quiet stretch requires effort.

Koh Phangan: What You Get
Koh Phangan has the Full Moon Party, which is either why you're going or something you're actively planning to avoid. Either way, the island is more than that event.
The case for Phangan:
- The northwest coast (Haad Salad, Haad Yao, Mae Haad) is genuinely one of the most beautiful stretches of Thai coastline — calm, quiet, and barely developed.
- Significantly cheaper than Samui for equivalent quality. A luxury private pool villa in Haad Salad costs 30-40% less than a comparable villa on Samui.
- Authentic Thai character in the north (Chaloklum) and west (Srithanu) — fishing villages, local markets, no tourist strip.
